Most of the show staff is old enough to have grown up with characters like Elmira in Tiny Toons, Angelica in Rugrats, etc. That's all they were doing. Is it lazy writing and bad world building? Sure, but very few people involved with the show at any level ever had any serious interest in trying to create the Iliad for children like Faust wanted to do.
