Boards thrive when there's interplay between the average poster and people creating OC, when the OC gets cordoned off then you usually see output drop off due to lack of feedback and an increase in cliquey behavior which is exactly what you describe. In an ideal world shitscribble artists would show up in random threads and have fun making contextually relevant stuff in them since that's what makes people actually remember threads, but most threads are low-quality which makes artists not be interested in them and instead they stay to their generals which promote staying in their generals and so on. It's a complicated mess and I don't see any easy solution.
