She is, but not in the same way as the other two. She is far from being as shy as Marble, but she's not even nearly as shy as Fluttershy. Coco doesn't shrink away from attention, she can get on stage and act or speak to an audience. She can socialize just fine too, even if she's a little dense.
Where her shyness shows is through how diffident she is. When there's an issue, she often lacks the self-confidence to speak her mind and stand up for herself, which is why she was content to shut up and let Suri walk all over her for so long. Unless inspired or given the push from someone else, she'd rather not cause a fuss and voice her concerns, even if it's in her best interest to do so.
Coco's not a quiet recluse like Marble or a skittish introvert like Fluttershy, but her meekness has definitely earned her a seat on the Council of Shy Ponies.
