I feel like that depends on how relevant estrus is to ponies. If estrus is this serious period where that's when procreation is expected to happen, the rest of the time ponies are probably pretty sexless. If estrus is more comparable to PMS then they probably have a sex culture more akin to ours, albeit probably with some notable differences due to their differences in societal structure.
