They do not know what is or isn't good. What's good to a network or western company is money. Generally they don't take animation "seriously". Westerners see it as a lesser art form that is inferior to live action media. This also why CGI abuse is common in American/western films.
The industry takes all art as being inferior, because they believe "anyone can do that". VFX? I can do that. Drawing? I can do that. Making a cartoon? I can do that.
This is literally the mindset.
Since they don't take art seriously, they subject it to a realm of arbitrary rules that retarded old men in suits have decided work for animation. Which, again, they have collectively decided doesn't need to be taken seriously.

When a cartoon is successful, it's seen by executives as both an anomaly AND something that can be reproduced by adhering to these arbitrary rules they have in place.
This is part of why hasbro keeps putting out slop, why they planned S3 as the original ending, why the G5 media tries to appeal by correcting problems that weren't there. Networks, executives and companies have no political or artistic allegiance. They will go above and beyond to offend nobody and serve everybody.
They analyze things by their rules and how likely they think, based off those rules, they will continue to make money off the IP. This is so deeply retarded I cannot even put it into words. The method they employ also means some networks (like Disney) will "kidnap" a concept for a cartoon if it's pitched to them, and keep it hostage until they think it can make money. There's cartoon ideas that have been locked away in vaults for years and have plain been forgotten.
Why is G4 so censored in random areas? Because the company doesn't want to "offend" people.
Why is S3 so short? Because the company planned it to be the end of the show, because they decided that's what works.
Why is G5 so retarded? Because the company is trying to fix problems that don't exist, not understanding what made G4 popular.
Why does the writing get so weird later in G4?
BECAUSE THE COMPANY DECIDED ITS CHEAPER TO HIRE A ROTATING STAFF OF WRITERS AND SHOW RUNNERS.
It all comes back to them trying to make money and doing so by employing arbitrary, stupid ass rules.

Face your reality, western studios and companies have no idea how to handle animation. It's only been fairly recently that they've caught on to the fact Japanese cartoons are popular, but none of them understand how or why it is. They still consider it an anomaly and REFUSE to use Japanese media production as a guide for creating stable, successful IP's.

The show didn't get renewed for season 4 until after they finished production on the season 3 finale, so they made it assuming the show was over.
