The way some manes are styled in this show makes some of the ponies seem bald and they use combovers and other tricks to hide it.
OP is jealous
It's because of the way the assets work. That part of the mane has to go behind the head asset and as such it looks awkward. A hand-animated show wouldn't have that problem.

Zecora's mohawk is applied over the head asset so it's in line with where the line of the mane really is, Shimmy (and Rarity in the OP) have the mane asset behind the head asset so it's not where it should be. Shimsham just uses that extra lock to make it feel 3d since it covers up the baldspot this approach creates.
