Very easy to read her name and cutie mark as "strong enough to control both the sun and the moon" and assume she'd be at least willing and able to take over Equestria until the cutie mark of superfriendship manifested itself.Twilight only became Celestia's pupil after she got he cutiemark so that's most likely what happened with Sunset too. She probably just picks the unicorn with the highest powerlevel or the most strong looking cutie marks and hopes for the best.
