You can do a cosmetic match at the end pitting the winner of both tournaments against each other. This may sound retarded, but letting the big dogs duke it out lets lesser known mares have a fighting chance and can bring people together to root for a random, unexpected underdog. Lesser known mares get art and love, and the mares that are already drowning in support still get their chance to shine.

With this, Cheerilee could have a good shot at beating most characters, since she has less cringe characterization and thus more room for based headcanon. But Roseluck? She has even less characterization than Cheerilee and even more room for headcanon, she destroyed her at her own game.Not to mention another important factor: the amount of snowpity is gauged by how early a mare appeared in the show. Again, Cheerilee would have a lock at this against many other characters, but Roseluck is one of the mares that appeared before Cheerilee, which gives her higher snowpity.
