Discord consistently does bad things after he was given a second chance while we don't even know how long his original reign may have lasted and Tempest was working for Storm King probably for a while if she was made commander before the movie, meaning that she was a key part in a regime, which based off what they were doing with the ponies, was pretty shitty.In comparison, the actual results of Cozy's actions were less severe then those three, because unlike Starlight, she, as far as we know, never did anything evil like enslaving a village before season 8, never got a chance to conduct her villainy in the long term because she was defeated relatively quickly and never betrayed any good guy because she was never given a second chance. Because of this, while we can speculate on the outcome of her victory, the actual damage she caused, as far as the show is concerned, is minimal because she did not spend what may have been years doing bad shit. She did not have that much of a lasting impact in comparison.
