A new post gets added onto the end of the index whereas a deleted post requires rewriting the index entirely which means it's a lot slower and more complicated for the software to do, so they want to minimize people's ability to use that as an attack against the board itself. Thus, you can't delete immediately and you can't delete old posts since those are the two easy ways to weaponize it by deleting tons of posts over and over.
