People consistently misunderstand this point. If you look at Zecora's mane, it follows the center line of her head like a mane actually does. Her mane goes further forward than it should but it's drawn on top of her head. In the OP's shot it's drawn behind her head, which is what makes it look like a receding hairline.

If they want to draw an asset in front of the head model they have to draw it specifically for that purpose and it can never be rotated out of that position or else it'll immediately look horribly wrong. Consider Rarity's mane here, from one angle the mane follows the line her mane should be following and from the other it's a weird combover due to how they've had to design the assets to work with their 2d model workflow.
