Setting aside headcanons about Snooty being more benevolent than she appears, the fact is that this all happened in a season before alicorns were given saiyan beams. Restricting magic like this was a deliberate worldbuilding decision to keep the show's major conflicts focused around interpersonal problem-solving rather than laser gun fights. The violation of this rule is what led to nothingburgers like Tirek.
