Yes, it's fan made.
Some Chinese horsefuckers translated the game, but didn't stop here, they added the Halloween special "Forever" and the other fan made (very) small adventure "Wrapped in Pink" and way to access it.
You can see it on the top left of the image I posted.

Oh you can give any ideas you have.
As for minigames, for now, I will only add the ones in the original game (with 3 levels of difficulty).
The Angel chase to "help" Fluttershy will be a retexture of the Rainbow dash course minigame (but lvl 1 (easier, almost impossible to fail). I would estimate the original as lvl 2 (gotta sweat a bit for it) or 3 (gotta grind for it)).
If you have ideas for stops or interactions, that would be great too.
Spitfire? As in an NPC you only talk to, or some mare you "help"?

It may not fit well with the engine, but something that would probably work is and interaction/item that forces the last day stop to be Cloudsdale.

A bit of care has to be taken not to softlock the game (as in ensure the player can "help" 6 mares no matter what).
In the final game, the stops will be selected at random at the beginning of the play from last day to first, to allow for chains like Rainbow Dash in bfed where you have to come back multiple days in row.

As for sharing a common file format for custom adventures, depending on how you're programming your own project, i'm not sure the formats would entirely match up.
