Rape is not illegal in Equestria, nor is foalphilia. Ponies never made a law against it because nopony has ever commited or even thought of committing such a crime.

Realistically some amount of rape probably has happened in Equestria, though it's the murky kind where one of the participants realizes they're not as enthusiastic as they thought. Of course, since Equestria's filled with good ponies they talk it out afterwards and nopony's left feeling horrible.
