It's total anarchy, a shithole with no one keeping law and order or providing public services. There is economic activity (Gilda had to get those scone ingredients somewhere) and griffons do still live there, so this isn't a totally hopeless endeavour. You just need to figure out how to get an entire race to flying apex predators to listen to (You) long enough to get their shit together.
