Though if they want something a bit more digital: Krita and Blender are both free and could do this sort of basic puppet animation. Open Toonz probably also could, but I haven't fully learned it.

Blender seems overkill though, and is only for 3D models.

They added a "Grease Pencil" a while ago that allows 2D-like drawing/animating. (Though it is technically still working in a 3D space.) I found the controls to be annoying/unintuitive, but maybe others will have better luck.
