That kind of doesn't fly now, after telling Fall Seed that they don't know him. Granted, he is out of the picture at the moment, but it would create a certain potential inconsistency in the chain of events. Now that I think about it though, they could have claimed to know him right from the start and then tell everyone that he has a tendency to see things which aren't there or something, implying that his drawings have no real basis. Oh well, missed potential.

Barring Harmony's earlier conception, he kind of did, yeah. Nothing on a direct level. But Harmony, or "larger Harmony" to be precise, is watching and analysing this whole situation constantly. Harmony wants to gain some insights by letting Discord and Summer Shine face one another, and in order to do this, the "field test" confrontation has to go on for a while. Otherwise it wouldn't yield any usable "data" for Harmony to process.

Oh, Discord has no free reign to do as he pleases, given that his range of actions is limited by a whole plethora of safety measures. And he is of course fully aware of this. After all, Discord can only play his role as a "sparring partner" for Harmony if his actions prove to be at least a little bit of a challenge.
