They're both stern and no-nonsense compared to Glimmer's gleeful malevolence and petty cruelty. One is mean incidentally, where the other is mean as an end. It's what makes Glimmer such a compelling character, imo, that and her whole cycle-of-abuse-victim-of-bullying-becomes-the-bully thing she has going on.
