The 9 perfect albums I'm convinced are the most flawless, and among the top 10 best ever released, since each of them contain at least 3 of my all-time top 100 songs (2 in the case of WYWH, Low, ANWR, and Yoshimi) with about half of the album being a 10/10, and no actual song below a 9.
Some classics, such as Ziggy Stardust, Soft Bulletin, Like Clockwork, Deja Entedu, Painkiller, Absolution, The Stranger, Master Of Puppets, The Black Parade... and hundreds of others, were excluded due to either a particularly bad song, or due to, although containing no bad songs, having no, or too few, 10/10s.
So I'd have to conclude that the top 5 best albums ever (imho) would be : Three Cheers For Sweet Revenge, Coming Up, Collide With the Sky, Nightmare, and Discovering the Waterfront :-)

why don't you consider station to station or suede's debut to be perfect?

Not enough 10/10s, it's perfect in the sense that it contains no song below a 9.
