It's the only time the genre was ever good. 80s rap was plodding and clumsy, and 2000-2015 rap was bland and superfluous. Maybe the past decade has seen an improvement in the genre, I stopped listening around that time and mostly grew to resent hip-hop. But top-tier 90s songs by e.g. Digable Planets, Snoop, or Three Six Mafia are good enough to transcend that bias. The 90s had some dreck as well (anyone remember Arrested Development?), but that holds for any era.

I regard the era from 1985 - 2007 as the golden age of hip hop.
The late 80s had KRS-One, BDK, LL Cool J and Whodini.
The early 00s had Rhymesayers, Anticon, Def Jux, Rawkus, Babygrande.
