Just saw that he recorded this October 1963.
So the timing pretty clear shows that the thing he wanted Senators to get on board with was 1964 Civil Rights Act.
(He and Joan Baez famously did a few songs at the end of August 1963 March on Washington that was designed to get civil rights legislation.)
And though they swore the '64 Civil Rights Act wouldn't result in the more or less mandatory racial quotas of DEI, that's exactly what happened when liberal judges started 'interpreting' the law.
