There are different ways I could answer that. When it comes to rock's big years it tends to be 67 (psychedelia), 71 (hard rock), 77 (punk), 91 (grunge), 02 (garage rock revival) and 06 (emo-pop).

I think the mod scene in London in 1965 would've been the most fun - rock was stylish, culturally relevant, and good. I really like glam in 72-3, but it would've been more fun to be an artist than a fan. Post-Punk in the UK in 78-80 would've been neat. Jangly indie in 88-90 in Northern England and Scotland would've been great, even though there was no real commercial breakthrough. Black Metal in Norway and Sweden in 91-95 would've been cool. Britpop in 94-98 in London would've been really cool to be part of. Garage Rock in 02-03 would've been cool in the major cities.
