The truth is, Americans have always loved violence and violent media like action movies. The biggest consumers of rap music in the 90s were white suburban kids who were certainly not gangbanging. Plus crime in America actually dropped in the 90s (mostly due to a combination of taking lead out of pipes and all the Black abortions that occurred in the 70s and 80s).

Far from being a conspiracy, 9/11 is the main reason rap turned to shit. In the late 90s and into the 2000s you saw a lot of conscious lyrical-miracle rap in the mainstream. Mos Def, Common, and Talib Kweli were played all the time on MTV and mainstream rap radio. You even saw a Black Power revival earlier in the 90s that kept going throughout the decade. Neo Soul a counterpart to this and it was also everywhere in the late 90s/early 2000s and really emphasized Afrocentrism and shit.Then, after 9/11, conscious rap was too "dangerous" due to the US now engaged in imperialist war and implementing the Patriot Act. Those lyrical miracle rappers were de facto blackballed and hip hop became dominated by mindless garbage like crunk and songs about money and flexing. Many rappers from the 90s who were deeply involved in 5%ers and the NOI stopped rapping about that stuff around this time too.
