That's punk. Power pop actually tends to use more robust voicings than just power chords.

Early power pop unapologetically put the accent on the POP, though it was maybe a little smarter and edgier than your average AM rock. It was basically the genesis of poptimism, Beatles and Kinks worshipers standing up to the legions of long haired jam bands and daring them to snarl. Getting lumped in with punk and indie music really fundamentally changed the identity of the movement. Fetishizing 60s guitar pop was still paramount, but it took on a more hipsterish and uncommercial flavor.
