It's because of the mic that was used to record. It's always because of the mic. It's rarely because of a mixing decision, it's never intended (to be inaudible).
You don't want a higher volume, due to acoustic reasons, you want to EQ the instruments. Bass frequencies are more felt than heard, you always hear the bass live, less so at home because of your listening devices. In a shitty recording like this, it would have been surprising if you heard the bass.

Other anon explained it well, live footage is hard to mix faithfully. The sound at the show itself is completely different than what you're hearing in the recording of it.
