For one it's maybe his most accessible, its very much a pop record compared to his first two, which may have been a criticism but these days pop is regarded a lot more fondly. It also has a lot of his biggest singles. It's upbeat in an innocent sort of way that his work after never really captures. For me it's middle of the road, but I think that may be while it's become the go to "popular" kanye album. A few years ago that used to be mbdtf but it seems like zoomers don't really care for it

Some artists have also just maintained cross-generational relevance; think Radiohead, Deftones, Green Day. Kanye is very much an artist that's pulled that trick with a career that held rock fucking steady as far out as Life of Pablo.
