Is a double bass pedal a necessity if you want to play drums?

It depends on the genres you're planning to play but it can help even in the ones where it's not completely necessary. They tend to have a more robotic sound on double kicks but you can still just use the main pedal for those if you want. There aren't really any downsides to just buying one and only using it where it's needed.

Anything that fosters 4-way coordination. A slave pedal does certainly that. You should always be pushing your tard foot, what with just hihat chiks. That said, it takes a little compromise in your set-up, or it can, stands in the way and maybe a drop clutch and all that.
