depends on how you use the word beats. if you're talking about pure percussion, technically it is a different musical element, but opposite is not the word I'd use. I'd struggle to find modern music that's just percussion. If you use 'beats' like 'backing track to a rap song', then you have to be utterly retarded to think that melodies are uncommon there.
