His solo stuff hasnt been something I'm really into, some of his 80s stuff was a little cheap sounding too in terms of production His work with UK and Bill Bruford is great though, particularly his interplay with Eddie Jobson on stuff like Nevermore

It always sounds like he thinks of a melody first, and it's always a weird melody that goes through a bunch of scales/keys because that's how he always thinks, even when he has a vocalist or is just singing himself in his works with other people, and you can tell he plays pretty much like he sings or does anything musical. His style is actually completely lyrical, and the "noodling" is always chasing after an underlying melody. So far there's nothing wrong. But then to write the chords it sounds like he goes to those scales that the melody is going through and tries to pull the voicings that he likes from them based again on his weird intuitions, which only seem to include the harmony they create, with even less structure than modal progressions which at least try to have normal root movement, and absolutely zero attempts at counterpoint.He only started to compose real songs in the last album he made before his life went tits up.tl;dr: his songs are carried by his solos and the chords are almost an afterthought. by design.
I can remember and relate to the the melodies and chord progressions from a relative pitch standpoint (feels) so it's not like he's playing "random unrelatable shit" like if it was twelve-tone.His post "Road Games" albums being really inconsistent and outright having retarded tracks (probably endearing if you like Henry Kaiser) feeds this criticism.Listening to "Sixteen Men Of Tain" and then "Hard Hat Area" first fixes this, I find those two really consistent to listen front to back but I may be trolling, trust me.The rest of the catalog is pick and choose for really solid tracks for me.
