I think Morrissey's look has some obvious references to Elvis and the rockabilly era, but IMO their appeals are totally different. Elvis was cool, had great energy, and was a hypnotizing performer. Morrissey is not cool, he's not a great performer, and he lacks energy - his greatness is in his lyrics, his emotional power, and the way he feels authentic and real. Elvis was all performance, and the man underneath was irrelevant. Morrissey was all man underneath, without any performance.
