When you're 15 years old you can spend most of your day fine tuning your musical skills without a care in the world, making shitty songs in the process and soldiering on. By your mid to late 20s you more than likely have a few responsibilities to take care of and therefore might only have a couple of hours of practice left in you on most days, and how much concentration you can muster up with that task is another issue on top of that. That's not even counting the hell of waiting for your bandmates to adjust their busy schedules if you're not doing this solo. You're also more likely to get looked down upon if you're making and releasing rudimentary sounding music befitting your limited skills at that age, and the criticism you might receive might come from a less passionate and jaded perspective audience than hearing what your fellow high schoolers thought of your stuff.So all in all it's a pragmatic game. Nothing is stopping you from giving this a shot however. You really will not know if you've got a musical bone in your body until you actually pick this shit up and try.

Obviously it helps to be into art in some aspect or another from an early age, for example someone who likes to draw as a child will develop skills into early adulthood and have a better grasp on the basics. However, you don’t really “develop” your sense of aesthetics until your early 20s regardless. Your hand to eye coordination in general is gimped until you reach adulthood. It’s just learning the basics that take at least a few years of consistent practice to really be able to develop your own “style”. Which someone who has been doing art since childhood would most likely already know and understand, thus being able to “bend” the rules and dynamics of art theories into their favor. You can still start in your mid to late 20’s but you have to be prepared to spend 10 years really honing in your skills to craft anything that might get praise or attention. Just my thoughts.
