I believe they expected total compliance after they made it inconvenient enough. In my country tens of thousands of people lost their jobs, some people were kicked out of their homes, anyone who didn't vax got kicked out of their university courses. Most people caved initially, vax rates were well above 90%. Then everyone still got covid and people's opinions started to turn. The government mandated that those same rules would apply to anyone who hadn't got a booster by a certain date, but most people didn't comply to this. So they had no choice but to back down, almost half the country would have by law had to be fired from their job, universities would have been almost emptied, etc. So shortly before that date came they announced that the mandates had been great and effective but luckily we don't need them anymore, and that was the end of it. It only happened because people stopped complying and it was starting to make them look really dumb, not because the people in charge didn't want it to continue.
