I just got done listening to 'Oil of Every Pearl's Unsides' and it was somewhat of a pain.
It's like all the annoying parts of dancey pop highlighted and turned to 11. Compositionally, it seems to be going for nothing except going in random directions for a shocking effect. I can see how this can be appealing to a youth movement (transgenders and other LGBTs!) for rebellious or identitarian purposes or something, and I guess it's novel. But then again it's also not because it's just taking elements and highlighting them more extremely for dramatic effect. It defeats the point of dance music along the way because there's no sufficiently groovy moments. Tell me, what do you do while listening to this?
Personally, I don't listen to things because they ought to be respected for being groundbreaking or whatever. I listen to things because they sound good to me, and if there's something to respect it's something to like as a surplus. The music has to actually be enjoyable in the first place.

The maximalism you describe is only ubiquitous in today's pop music because she popularised it, though probably more through her collabs than solo work. Same for the gloopy minimalistic futuristic digital aesthetics.
