Steele always had a very dark sense of humor with both Carnivore and Type O Negative. Carnivore may have been a crossover band in sound, but IMO Steele was always much more of a metalhead than anything to do with punk.Dead Kennedys and Agnostic Front are both great bands. I think saying things are or aren't punk is silly, because really it was a vibe, and to say conservatism isn't punk is to rewrite history. Like it or not, RAC/hatecore bands like Skrewdriver came from punk. There have also always been right wingers in punk, like Johnny Ramone, Dave Smalley (Dag Nasty/DYS/ALL/Down By Law), and all of the Misfits. Most of the NYHC scene were also pretty right wing, especially the members of Cro-Mags and Youth of Today.There's always been a very outspoken left wing element of punk, with bands like Dead Kennedys, Crass and most of the anarcho-punk scene, MDC, The Clash, Fugazi, His Hero is Gone, and so on, but it's never actually been the entire punk scene. Punk is rebellious, but most of the early scene at least wasn't especially ideological.

A functioning society needs a safety net for its people. I don't think we should do away with the system. But the hard-working yet still not wealthy people get fucked in our system because it's a constant drain on their paycheck and society's resources. Most people don't hate poor people, they hate people who choose to be poor while begging for assistance. There's a huge difference.
