Lot of bands and solo acts that absolutely did not make goth music were branded as goth simply because they were popular among goths during the first two or three decades of goth music. Often times the bands themselves would eventually lean into it and start dressing goth to fit in with the scene and their fans. Because of this, it's a bit of a stereotype for OG goths to claim that they aren't goth. Things are a lot more strict now, I don't really see any new bands being branded as goth if they don't have at least a handful of goth songs in their catalog.
