At the time old albums were first being remastered for CD, a lot of fans and collectors saw it as pointless and exploitative to make them buy their favorite releases all over again in a new format, which many still do but it's more ingrained in the industry now anyway, and if we're being as charitable as possible it could've been that Zappa felt he had to offer something "new" or different for his CD releases to justify their existence.
