90% of artists are hacks who are enjoyed by the public because 90% of the public only engages with any given form of art passively and aren't really "into" it.
the ones that aren't hacks are remembered after 200 years.
as for Elvis? he wasn't really a "hack" because he never claimed to fully write his own music, and what he WAS known for (his stage presence and charisma) was something that he was indeed very known for and very good at, so I'd say he's clean
now, if he was paraded as this big songwriting talent, then yes he would be a hack

He was the greatest performer of all time and had an incredible singing voice. He didn't write his own music but you really shouldn't give a shit about that and neither should anyone else, he was able to associate himself with incredibly talented songwriters and made their music shine.
