When K-pop was first blowing up J-pop was still gatekeeping and region locking everything. You couldn't stream the music, you had to buy DVDs to watch the music videos, you had to go through half a dozen proxy services to buy the merch, etc. By the time they finally gave in to the global audience they were already too far behind.

Also J-pop has its own sound that, while yes yes Japan imitates the west and stuff, but still have their own thing and it's why you can instantly tell something is Japanese, whereas kpop is just the same western producers as always doing the actual music production

There was more love for it during the piracy era. The Japanese music I liked I could find on soulseek. I also watched some music videos when I was in scene groups and on topsites. I want to find Mikami_Chisako-Viva_la_Revolucion-SVCD-JP-2004-mV4U so I can watch that again. Seeing the video made me a fan of her music but it never turned up on YouTube.
