All of the great women composers, Yoko Shimomura, Michiru Yamane, and Yoko Kanno, are Japanese.

Are there any notable or at least good western women composers in video games or television? So far I know of Rachel Portman, who is kino. I also know of Winifred Philips, who’s cute, but her music is not that interesting. Then again, I’m not that interested in western compositions to begin with aside from Jeremy Soule, C418, Alan Menkin (or anything Disney-like), or the Titanic soundtrack. I mainly stick with classical music for my westoid tendencies anyways.

Why are there so few /v/ and /tv/ female composers in the west? Do western women just not like making good music? Or is Japan a leader in feminism and the West is too oppressive to women that prevents them from excelling certain barriers?

Eveline Novakovic did about half the music for the original Donkey Kong Country trilogy in 90s but left the games industry 20 years ago. If we're talking actual biological females, I can't think of any other.

Then you know that Japan still has a strong musical education program where it's not deemed ''uncool'' or ''classist'' to teach your kid -and to answer your question, little girls- how to play the piano or the violin or whatever. Which gives them the musical base that allows them to make nu-classical music in the form of soundtracks. That's it. Things are more regimented and formulated over there. Hence why a lot of their rock adjacent bands, including all-girl bands, have an emphasis on technical ability, or why jazzy music still tops their charts.

Western women in the performing arts need the attention above all else, which is why 99% sexualoze themselves to some degree. Japan is a conservative country and while obviously there are sexualized women in pop music, it's not a given in rock.
