The food deserts map kills me because the places that are actual food deserts like Staten Island and Eastern Queens are car dependent where most of the residents will just get in their car and drive to a Target/Trader Joe's and their criteria of "food desert" means anywhere that you can't get to a supermarket within a 5 minute walk (a 10 minute walk shows a lot more supermarkets and grocery stores...like half of the South Bronx isn't within proximity of a Trade Fair, Key Food, Associated, Food Bazaar, etc on top of Hunts Point Market). We should have a generalized mileage tax. Gas taxes don't fund the roadways, and EVs certainly aren't helping.
Put a GPS in every car that spits out a report of what roads you drove and how many miles, and maintenance funds are apportioned accordingly.
And then if govts want to discourage certain trips from there, they can add on additional tolls, but traditional tolled routes will become toll-free by default since highway maintenance will no longer need to be funded by dedicated tolls.
