Yeah, you can't move the tracks. You have two major depots and an international border in the span of 3 miles. You're just going to have to leave the house a little bit earlier. They are capable of doing pedestrian overpasses in other parts of the city though.

There's no practical solution with the line paralleling Av. Francisco Villa, an elevated line wouldn't work due to the railyards on the American side, a sunken line wouldn't work for the same reasons plus the Rio Grande and a smaller waterway (and there's already a tunnel for another road), and building a second deck above the road and railroad is impractical since it means every single building along Av.
