Try riding a bike through that area and I'm sure you'll figure it out. Sidewalks are almost never a good option, since they're full of pedestrians, so there is obviously something wrong with your town's implementation, as is usually the case with these things. Lane has too many obstructions, or it requires a dangerous merge, or there's always people parked in it (see: requires a dangerous merge).
