Having HSR in Baltic countries would both be a strong incentive for people who want to go from Scandinavia to Central Europe (just add a ferry crossing to Helsinki and you got an alternate route from Poland to Finland) and vice-versa, and could also be used to propel the tourism industry in all the Baltic countries. Once Ukraine and Belarus join the EU, they'll actually benefit from having a near-direct land-based link to countries like Estonia and Finland due to HSR infrastructure currently under development.
