Evpatoria is a great city with its own tram system and even railway which takes citizens to the beach too. So the question is not about the beach, but why is it placed right there?

That kind of thing was common at one time in the U.S., a short trolley line to a beach, amusement park or other scenic attraction, though they were usually part of a larger system. Street railways were always looking for revenue opportunities beyond the commuter grind. There were even lines to cemeteries with special funeral cars where loved ones could ride along with the deceased to their final destination.
