I commute to work on my bike and the bike lanes are completely packed during rush hour. Because of all these random idiots everywhere, doing random things randomly, I often need to brake hard without much warning. Especially retarded tourists on those orange "rent-a-bikes"... you never know what they're gonna do.
Hand brakes facilitate a significantly faster reaction time than having to fiddle around with the pedals. Also, obviously, the front brake provides most of the stopping power.
