Getting that for free so he can restart the war at some moment convenient to him would be Putin's wet dream. Sure there are historical precedents where countries like Finland lost some land but in exchange became free democracies able to pursue their own domestic and foreign policies in the long term. But this simply isn't the case for Ukraine, you'd have to concussed to believe that a sovereign Ukraine outside Russia's sphere of influence will suddenly stop being a problem, just because they hand over 2 Oblasts and Crimea to Russia
