Small businesses don't hire h1b visas so we can ignore those.
Medium business is due, but they aren't going to have overseas offices and aren't going to have the capital to open one just to avoid hiring Americans
Large businesses definitely do, and they can get away with this for certain jobs like idk accounting or finance, But for Hi-Tech employers like Amazon Google etc, A lot of the software they write is considered export controlled, anything that uses strong encryption, AIML, high performance compute, all of that is considered export control and opening an office in India and letting people develop it there is considered an export under US law and has to be cleared with the US state department.
Job roles that require physical locality like network engineering are also not eligible for offshoring.

In short, the only jobs that will be offshored are the exact same jobs that have already been offshored, and the reason large employers can't offshore certain jobs and choose to use h1b visas is generally because they either logistically or legally cannot offshore the role to another country
