Basically, a budget was passed several months ago.
Congress still has not passed any appropriation bills which actually do any of the funding and they needed a decision by the start of this fiscal quarter (Oct 1)
There's disagreement on issues and what to fund. Republicans proposed a continuing resolution and negotiating these issues during the quarter which essentially means funding the government as is. It had support of 55 senators which was enough to pass, but never actually got voted in because Democrats blocked the voting process, and that required 60 votes to bypass their block and allow senators to vote in the measure, but nobody had the 60 votes for that
Meanwhile Democrats were unhappy that the previous budget had Medicaid cuts, and were unhappy that the emergency COVID subsidies given to insurance companies voted in by Congress in 2021 were set to expire on Jan 1 2026, so they proposed their own spending bill, which did get voted on, but only received 45 votes of the required 50 to pass.

Basically - Republicans want to keep negotiating. Dems want Republicans to pass a bunch of stuff that runs contrary to Republican legislative goals and that would undo a number of changes Republicans made in the BBB and are not really offering anything in return.

Literal only thing they want right now is to renew the tax credits for Obamacare so insurance prices don't spike. But since we have a republican party literally incapable of negotiation or compromise, the government remains closed. This shit is inevitable when you act like you have 60 votes when all you have is an increasingly thin majority.
