Course Trump views ending the war as good enough so he's trying to act like the deal is piecemeal and Israel just needs to match Hamas (which to be fair they should, but morally not practically).

Although I think at one point there might have been a plan Israel had reached a consensus on in secret that Hamas agreed to and then Israel refused to agree formally.At no point have both sides been party to the same peace plan at the same time.
