You can't release files used in an active investigation and he just asked the DoJ to investigate any and all Democrats in the files. As long as that investigation is ongoing, no files can be released. There is no deadline for investigating and no requirement for the investigation to actually proceed towards anything meaningful. They can sit on this investigation until the head of the DoJ is someone else who chooses to cancels it.
Now normally when procedures of law get in Trump's way, he sues over it or fires the people telling him he can't have his way and then installs puppets. Somehow I doubt he will do anything about it this time.
